Türkiye introduces new export incentives for game studios under revised service support framework

Published in the Official Gazette on 27 February 2026 under Presidential Decision No. 10962, the regulation brings together previously separate support programs into a single system. The framework took effect on 1 January 2026 and is implemented by the Ministry of Trade.

          For game studios exporting digital products, the decision clarifies eligibility and increases financial ceilings across several key areas.

          What This Means for Game Studios

          The framework introduces structured support across international expansion, marketing, branding, staffing, and software costs.

          Support for Opening Offices Abroad

          Studios that establish offices outside Türkiye may receive:

          • 50% coverage of rent and related expenses

          • Up to 6 million TL per year per office

          Companies can receive support for up to 25 overseas units, subject to country limits.

          This applies to international publishing, marketing, or operational offices.

          User Acquisition and Marketing Support for Digital Games

          One of the most significant areas for game studios under the new framework is marketing and user acquisition support.

          The regulation introduces two separate mechanisms that apply to digital products, including games.

          • 50% support for advertising, promotion, and marketing expenses

          • Up to 25,000,000 TL per year

          This applies broadly to export-oriented marketing activities.

          Digital Product Marketing Support

          • 50% support for marketing expenses of digital products

          • Up to 50,000,000 TL per year per company

          • Up to 10 digital products per year

          • Maximum 15,000,000 TL per product per year

          This support specifically targets software, mobile applications, and digital games exported abroad.

          The regulation states that for activities carried out in countries designated as “target markets” by the Ministry, the support rate may be increased by up to 20 percentage points.

          Since the base rate is 50%, this means the support rate can reach up to 70% in designated markets, depending on the activity.

          Many support items, including marketing-related ones, are limited to a maximum duration of five years per beneficiary.

          • The same expense cannot be supported under multiple programs

          • Annual limits are updated according to official revaluation rates

          • Payments are made in Turkish Lira

          Funding for International Events

          The new regulation includes clear support for participating in global industry events:

          • Overseas event participation: 50% support, up to 1.5 million TL per event

          • Organizing events abroad: 50% support, up to 7.5 million TL per event

          • Domestic event participation: 50% support, up to 600,000 TL per event

          This covers international game fairs, expos, and conferences.

          Branding and Global Marketing Support

          Under the “Branding Program”, studios can receive 50% support for:

          • Advertising

          • Digital marketing

          • Branding efforts

          • Consulting services

          • Software tools

          • International memberships

          Annual support ceilings are set at:

          • Up to 250 million TL per company

          • Up to 500 million TL annually under TURQUALITY® or E-TURQUALITY® programs

          Companies can register up to two brands under this program.

          Software and Development Tool Support

          IT sector companies may receive:

          • 50% coverage of purchased or leased software licenses

          • Up to 2.5 million TL per year

          This applies to licensed development tools and production software.

          Employment Support for Export Activities

          The regulation also covers staffing costs related to export activities:

          • Domestic employees: 50% support, up to 90,000 TL per month per employee

          • Employees in overseas offices: 50% support, up to 250,000 TL per month per employee

          Support is subject to duration limits defined in the regulation.

          Consolidation of Previous Programs

          The decision repeals earlier service export and branding regulations and consolidates them under one unified framework.

          Annual support ceilings will be updated based on official revaluation rates.

          The regulation also introduces compliance rules, including application rejection and temporary exclusion in cases of misuse.
